Bigelow Aerospace Advanced Space Studies BAASS
Bigelow Aerospace Advanced Space Studies (BAASS) was the Bigelow Aerospace subsidiary that held the Defense Intelligence Agency's AAWSAP contract. As sole bidder, it won the contract in September 2008, and DIA paid it about $22 million to study aerospace technology out to 2050. The program produced the Defense Intelligence Reference Documents and ended in 2012.
Colm Kelleher was BAASS's deputy administrator and project manager. James Lacatski managed AAWSAP for the government. Hal Puthoff and Eric Davis worked on the program as subcontractors, by some accounts through BAASS and by others through EarthTech International, Puthoff's firm.
The Pentagon's AARO says in its 2024 historical report that the program also investigated "an alleged hotspot of UAP and paranormal activity at a property in Utah." That property was Skinwalker Ranch, which Robert Bigelow then owned. The solicitation and contract do not mention it. Skinwalkers at the Pentagon, by Lacatski, Kelleher and George Knapp, treats the ranch as one of three investigative tracks.
A disputed account says Lockheed Martin tried to transfer retrieved material to BAASS and a CIA official blocked it; AARO did not corroborate it, and no agreement, meeting record or clearance file has surfaced (the disputed transfer account). AARO describes Kona Blue as a prospective Department of Homeland Security special access program proposed by former AAWSAP personnel, and says that "no data or material of any kind was ever transferred to or collected by DHS" under it.
