WilsonDavis notes
The Wilson-Davis notes are astrophysicist Eric W. Davis's written account of a conversation he says he had with Vice Admiral Thomas R. Wilson in Las Vegas on 16 October 2002 (October 16, 2002 Wilson-Davis Meeting). Their provenance is contested, and Wilson has disputed the account.
Davis records Wilson saying that special access programs for crashed-UFO reverse engineering exist and that private aerospace contractors dominate them. After the April 1997 Pentagon briefing (April 1997 Pentagon Meeting), Davis writes, Wilson found a program outside the usual special access program divisions, "as organized in '94 by Perry himself." In the same account, the program's security staff and lawyer refused him access, saying he lacked "need to know," with members of the Special Access Program Oversight Committee and its Senior Review Group behind them.
Wilson has confirmed the April 1997 meeting. Commentators later used the Wilson-Davis notes to claim that in 1994 a small group took control of the programs; no document supports that wording.
