Vice Admiral Thomas R. Wilson met with Dr. Eric W. Davis in a parked limousine behind the EG&G Special Projects building in Las Vegas, Nevada. Wilson confirmed the existence of highly compartmentalized Special Access Programs (SAPs) dealing with crashed UFO reverse-engineering operations, which he had located following his April 1997 Pentagon briefing. Wilson detailed how he was subsequently denied access by the corporate and military gatekeepers (SAP Oversight Committee's Senior Review Group), who told him he lacked "need to know" and threatened his career if he pushed further.
