Douglas Nousen

Douglas Nousen is a DOE counterintelligence officer who served as Director of the Nevada Intelligence Center and DOE Counterintelligence Officer at the NNSA Nevada Field Office. He was a founding member of the AFIO Roger E. McCarthy Chapter (Las Vegas) alongside Richard L. Cohn, and later became AFIO National Vice President for Chapters (2017–present). The dates for his NNSA Nevada posting (~2002–2016) and national AFIO role (2017–present) derive from a single secondary source (a Scribd introductory research guide); treat as MEDIUM confidence pending independent verification.

Wilson-Davis Notes — "Doug" (Confirmed)

Nousen is confirmed as the "Doug" in the Wilson-Davis notes (October 2002), identified by journalist Billy Cox through direct contact with both Nousen and Cohn. The memo describes "Rich & Doug — NNSA, AFIO members" who jointly arranged Vice Admiral Wilson's Nevada Test Site visit and "Farewell Tour." As a DOE counterintelligence officer and AFIO Las Vegas founding member, Nousen's professional profile fits precisely: CI officers at nuclear sites routinely interface with the broader intelligence community, and AFIO membership is a natural extension of that network.

When contacted by Billy Cox (~2022), Nousen denied knowing Admiral Wilson, stated he barely knew Eric Davis, and said he would not have been in a position to vouch for him — mirroring Cohn's denial almost exactly.

Douglas M. Cotter was investigated as an alternative candidate for "Doug" based on his NNSA/Sandia background but was superseded by the Nousen identification.
