DoD Special Access Program Oversight Committee Established
On 5 January 1994 the Deputy Secretary of Defense "significantly enhanced changes in the DoD Special Access Program (SAP) management and control structures". The change routed every decision to approve, terminate, revalidate or restructure a special access program through the new Special Access Program Oversight Committee, and created a Senior Review Group to support it [S1]. A bulletin from November 1994 records that all SAPs are briefed to the committee, which the Deputy Secretary chairs [S1].
In UAP accounts this is the date on which access to legacy programs became a committee decision. That reading rests on the disputed WilsonDavis notes, not on the bulletin [S2].
