Peter T. Highnam
Peter T. Highnam is a British-born computer scientist who has held senior positions in all three American organisations that fund high-risk defence and intelligence research — he was a DARPA program manager, director of IARPA, director of research at the National Geospatial Intelligence Agency, and DARPA's deputy director, twice serving as its acting director. [S1] He matters to this graph for a reason independent of UAP lore: he currently directs the Pentagon's Anomalous Health Incidents Cross-Functional Team, the body investigating "Havana Syndrome". [S12]
A complete lap of the ARPA ecosystem
After more than a decade at Schlumberger in seismic data analytics, Highnam entered government as a DARPA program manager for electronic warfare and airborne communications (1999–2003), then advised NIH and BARDA on high-performance computing and computational epidemiology. [S1] He joined IARPA around 2009 as an office director; when founding director Lisa Porter left in May 2012 he became acting director, and DNI James Robert Clapper Jr. named him IARPA's second director that August. He served until July 2015, when Jason Matheny succeeded him. [S2] [S3] The portfolio was conventional intelligence R&D — quiet UAV propulsion, cognitive-bias training, facial recognition, geopolitical forecasting, quantum computing — with nothing touching anomalous sensing or exotic physics. [S4]
DARPA, and the acting directorship
Steven Walker appointed him DARPA deputy director in January 2018, succeeding Stefanie Tompkins; his tenure ran to October 2022. [S5] [S1] He was acting director twice — January to September 2020 and January to March 2021 — spanning the COVID-19 response and a presidential transition. [S1] DARPA's announcement of Victoria Coleman's swearing-in dates his acting service from Walker's January 2019 departure, a wider window than his official biography gives. [S6] He testified twice before the Senate Armed Services Subcommittee on Emerging Threats and Capabilities, on DoD AI initiatives in March 2019 and on defence innovation and research in April 2021. [S7] [S8]
In February 2022 the UK named him first chief executive of ARIA (Advanced Research and Invention Agency), its £800M DARPA-modelled research funder. He withdrew six weeks later, before ever starting, citing personal reasons. [S9] [S10] He returned to the federal record in December 2024 as acting Assistant Secretary of Defense for Critical Technologies, and since September 2025 has served as Principal Deputy Assistant Secretary for Critical Technologies within the Office of the Under Secretary of Defense for Research and Engineering. [S11] [S1] Nothing found accounts for what he did between October 2022 and December 2024.
The one UAP claim, and why it is weak
Highnam is named in UAP media exactly once. A June 2026 video on the UAP Gerb YouTube channel alleges he has been the person "coordinating legacy efforts between DARPA and USD R&E" for eight years, linking him to DARPA Security and Intelligence Directorate and its contractor System High Corporation. [S14] The narrator's own stated basis is Highnam's job title — "critical technologies in high-level DoD positions is often an indicator of legacy exposure" — not any document, witness or record. [S14] The mention was nearly missed because automatic captions render his surname as "Heinum". [S13]
The claim appears on no other channel in the transcript corpus and nowhere in the written record. Nothing connects him to AATIP, AAWSAP, the UAP Task Force, All-domain Anomaly Resolution Office, Sean Kirkpatrick, David Grusch, Garry Nolan or the October 16, 2002 Wilson-Davis Meeting. Treat it as circulation-free speculation attached to a real and otherwise unremarkable CV.
