Office of the Director of National Intelligence ODNI

The Office of the Director of National Intelligence (ODNI) leads and coordinates the U.S. intelligence community. In this graph it is a stop on the career paths of CIA science and technology officers, and the home of the research agency IARPA.

People. Donald Kerr was principal deputy director of national intelligence from October 2007 to January 2009. According to a 2023 Reddit post, Stephanie O'Sullivan held the same post from 2011, and Dawn Meyerriecks was assistant director for acquisition, technology and facilities (AT&F) from 2009 to 2013, before leading the CIA's DS&T. Doug Wolfe and Mark Moynihan also served in the AT&F chain. The same post says the AT&F office shares authority over NRO acquisitions with the Under Secretary of Defense for Acquisition and Sustainment.

IARPA. IARPA funds high-risk research for the intelligence community and is modeled on DARPA. Lisa Porter was its founding director, Peter Highnam directed it from 2012 to 2015, and Jason Matheny followed.

Director and claims. James Clapper was Director of National Intelligence from 2010 to 2017, the longest tenure of any DNI. In 2009, as Under Secretary of Defense for Intelligence, he recommended against making AAWSAP a special access program. Other allegations about his role in UAP matters rest on David Grusch's statements and secondhand reports. Luis Elizondo's 2024 book Imminent quotes an ODNI official telling him, "It's demonic… They are deceivers. Demons."
