AFLCMC Information Protection Directorate

The Information Protection Directorate (AFLCMC/IP) is the security arm of the Air Force Life Cycle Management Center at Wright Patterson AFB. It exists in this graph because UAP research has named it as an alleged protection service for UFO "legacy programs." The directorate is real, its published mission is accurately quoted in that research, and the inference drawn from it is contradicted by the directorate's own organizational chart.

Mission and structure

AFLCMC/IP "enhances ability to acquire and support war-winning capabilities by providing a professional security workforce and risk-based processes to protect technology and information from unauthorized disclosure or compromise throughout a program's lifecycle" [S1]. It fields 360+ information protection positions supporting more than 20 locations [S2] — a distributed workforce embedded across AFLCMC's geographically scattered program offices rather than a single headquarters shop. Its director is Terrence L. Reynolds, a senior civilian at the NH-04 pay band [S4].

Its four divisions [S3]:

DivisionFunction
IPAInternational Programs Security and Antiterrorism/Force Protection
IPRResource and Workforce Management
IPPProgram Protection, Digital Transformation and Security Classification Guides
IPCCollateral Security Programs

The Wright-Patterson office covers information, personnel and industrial security plus operations security [S5] — the ordinary Collateral Security stack.

Authorities: universal, not bespoke

AFLCMC/IP implements DoD- and Air Force-wide instructions that bind every acquisition activity in the department: DoDI 5000.02 on the Defense Acquisition System, DoDI 5200.39 on Critical Program Information protection, AFPD 63-17 on technology and acquisition systems security, AFI 63-101, and AFPAM 63-1701 on program protection planning [S6]. No Air Force Instruction was found that charters AFLCMC/IP by name — it is an internal center element executing service-wide requirements, sized to an unusually large center.

Where Air Force SAP authority actually sits

Special Access Program oversight in the Air Force runs through a triad that does not include AFLCMC/IP. AFI 90-201 assigns the Security Inspection Lead to AFOSI Office of Special Projects (PJ), with the Special Access Program Central Office — SAF/AAZ (Air Force SAP Central Office), the AF SAPCO — providing at least one team member for every SAP inspection [S7]. SAF/AAZ's standing as "the Central Office for all Air Force SAPs," with "knowledge of, and security oversight over, all SAPs," is documented as far back as the Air Force's 1994–95 Roswell inquiry — the same report in which SAF/AAZ "categorically stated that no such Special Access Program(s) exists that pertain to extraterrestrial spacecraft/aliens" [S8].

Allegations

Across four videos published between December 2025 and August 2026, the YouTube researcher UAP Gerb identified AFLCMC/IP as one of three offices "deputized to operate as legacy program Gestapo" — alongside DARPA Defence Advanced Research Projects Agency's Security and Intelligence Directorate and the Department of Energy's Office of Intelligence and Counterintelligence — describing it as "a major legacy program protection service" [S9][S10]. The supporting argument runs through the directorate's breadth of remit, its interface with SAF/AAZ, and the career of then-commander Donna D. Shipton.

The organizational claims are largely accurate. The inference is not supported:

  • The directorate's own published structure names its lane as collateral security [S3] — the term of art for classified information specifically outside Special Access Program channels. An office whose divisions are collateral by designation is defined as the non-SAP lane.
  • AFI 90-201 routes Air Force SAP inspection through AFOSI/PJ and SAF/AAZ, not AFLCMC/IP [S7]. The research correctly identifies both as genuine SAP security organs, then places AFLCMC/IP in a chain of authority the governing instruction routes around.
  • The governing directives are universal to DoD acquisition [S6]. Nothing about the remit is bespoke.
  • No public record locates AFLCMC/IP in the SAP chain of command, and no source uses the term "special access program" in connection with Shipton, whose documented career centre of gravity is National Reconnaissance Office satellite work rather than acquisition secrecy [S11].

A residual caveat belongs on the record: several aflcmc.af.mil pages, including the directorate's "About Us" section and Reynolds' full biography, blocked automated retrieval, so a SAP-liaison function inside IPP that is not publicly visible cannot be strictly excluded. That argument is unfalsifiable in both directions and is not affirmative support for the claim. Within the local transcript corpus of roughly 25 UAP channels, AFLCMC/IP is mentioned by exactly one channel — which is "not present elsewhere in our corpus," not the stronger finding that the claim does not circulate.
