Air Force Life Cycle Management Center
The Air Force Life Cycle Management Center (AFLCMC) is the single organization responsible for total life cycle management of every Air Force aircraft, engine, munition and electronic system — acquisition through sustainment, "from cradle to grave" [S2]. Headquartered at Wright Patterson AFB, it is one of six centers under Air Force Materiel Command and one of the largest acquisition organizations in the U.S. military. It matters to this graph for three reasons: it is the Air Force's acquisition machinery for advanced aerospace technology, it holds the government contract for MITRE Corporation's national security FFRDC, and its security arm — the AFLCMC Information Protection Directorate — has been named in UAP research as an alleged legacy-program protection service.
Creation: a budget cut, not a reorganization of convenience
AFLCMC was constituted 18 June 2012 and activated 9 July 2012, assigned to AFMC under its first commander, Lt. Gen. Clyde D. Moore II [S1]. Its origin is thoroughly documented and thoroughly mundane. The 2011 Budget Control Act cut Department of Defense spending by $487 billion over a decade; AFMC's share came to 4,500 authorizations out of roughly 22,000 civilian operations and maintenance positions. That cut, combined with a reversal of earlier insourcing mandates, drove AFMC to publish a reorganization plan in November 2011 [S3].
The plan collapsed AFMC from twelve centers to five, with a sixth — the Air Force Installation and Mission Support Center — standing up on 1 October 2014 [S4]. AFLCMC absorbed the missions of six predecessor organizations: the Aeronautical Systems Center, the Air Force Security Assistance Center, the Electronic Systems Center, the Air Armament Center, the Software Sustainment Center, and the life cycle management workforces of three former Air Logistics Centers [S4].
Scale
AFLCMC fields more than 26,000 people across over 60 locations worldwide, from Peterson AFB to Oslo, Norway, organized into 13 directorates spanning bombers, fighters, mobility, armament, ISR and special operations forces, presidential and executive airlift, business enterprise systems, and command, control, communications, intelligence and networks [S2]. Its program executive officers oversee life cycle management within their portfolios and report through the Air Force Service Acquisition Executive at SAF/AQ (Assistant Secretary of the Air Force for Acquisition, Technology and Logistics).
That scale is analytically relevant. An acquisition organization of 26,000 people running classified programs requires a large security workforce as a matter of arithmetic — a point that bears directly on claims made about its Information Protection Directorate.
The MITRE contracting relationship
AFLCMC holds the government contract for MITRE National Security Engineering Center, MITRE's national security FFRDC — a cost-reimbursement instrument with a $5.28 billion ceiling running through September 2028 [S6]. Three distinct roles are easily conflated here and should not be [S5]:
| Role | Held by |
|---|---|
| Sponsor (approves and directs the FFRDC's mission) | DoD, Office of the Under Secretary of Defense for Research and Engineering |
| Administrator (operates the FFRDC) | MITRE Corporation |
| Contracting activity (executes the contract instrument) | AFLCMC, at Hanscom AFB, Massachusetts |
AFLCMC processes the contract; it does not sponsor or direct NSEC. The Hanscom location is the explanation rather than a curiosity — the Electronic Systems Center was headquartered at Hanscom and was folded into AFLCMC in 2012 [S4], and MITRE's Air Force relationship traces to its founding out of MIT Lincoln Laboratory. No source located in research confirms that ESC held this same contracting role before 2012, so that continuity is inference rather than established fact.
Commanders
Donna D. Shipton commanded AFLCMC from December 2023 to July 2026, assuming command in a ceremony on 17 January 2024 as the center's fifth and first female commander [S7]. Her official biography, current as of July 2026, describes her as former commander [S8]. Sources published as late as August 2026 still describe her as the sitting commander; that is no longer accurate.
