AFMC Five-Center Reorganization

On 9 July 2012, the Air Force Life Cycle Management Center was activated at Wright Patterson AFB, the largest single product of a restructuring that collapsed Air Force Materiel Command from twelve centers to five. AFLCMC had been constituted three weeks earlier, on 18 June 2012, under its first commander Lt. Gen. Clyde D. Moore II.

The driver was budgetary and is fully documented. The 2011 Budget Control Act cut Department of Defense spending by $487 billion over a decade; AFMC's share came to 4,500 authorizations out of roughly 22,000 civilian operations and maintenance positions. Combined with a reversal of earlier mandates to insource acquisition skills, this led AFMC to publish a reorganization plan in November 2011.

Six organizations were folded into AFLCMC: the Aeronautical Systems Center, the Air Force Security Assistance Center, the Electronic Systems Center at Hanscom AFB, the Air Armament Center, the Software Sustainment Center, and the life cycle management workforces of three former Air Logistics Centers. A sixth AFMC center, the Air Force Installation and Mission Support Center, stood up on 1 October 2014, producing today's six-center structure.

This event is included on the timeline as institutional context rather than as a UAP incident. It matters because it created both the modern acquisition center at Wright-Patterson and its security arm, the AFLCMC Information Protection Directorate — and because the ESC consolidation explains why AFLCMC administers contracts from Hanscom AFB, including MITRE National Security Engineering Center.
