Collateral Security
Collateral is the security term of art for classified information — Confidential, Secret or Top Secret — that is protected under standard rules but is not enrolled in a Special Access Program. The distinction is structural, not one of degree: collateral material and SAP material run in separate channels, with separate access controls, separate oversight bodies, and separate inspection regimes.
The distinction carries real analytical weight in UAP research. Claims that a given security office protects unacknowledged or waived special access programs can often be tested directly against whether that office's own charter places it in the collateral lane or the SAP lane. Air Force SAP oversight runs through SAF/AAZ (Air Force SAP Central Office) as the component SAP Central Office and AFOSI Office of Special Projects (PJ) as the security inspection lead. An office whose divisions are designated collateral is, by that designation, outside the chain.
This is precisely the test that resolves the claims made about the AFLCMC Information Protection Directorate, one of whose four divisions is named "Collateral Security Programs" [S1].
