MITRE National Security Engineering Center
The National Security Engineering Center (NSEC) is one of six federally funded research and development centers operated by MITRE Corporation, providing systems engineering and technical expertise to the Department of Defense and the intelligence community [S1][S2].
Three roles are commonly conflated and should be kept distinct [S1][S3]:
| Role | Held by |
|---|---|
| Sponsor | DoD, Office of the Under Secretary of Defense for Research and Engineering |
| Administrator | MITRE Corporation |
| Contracting activity | Air Force Life Cycle Management Center, Hanscom AFB |
NSEC was previously the C3I FFRDC, renamed on 25 April 2011, when its sponsorship moved from the Office of the Secretary of Defense to USD(AT&L). Sponsorship transferred again to USD(R&E) on 1 February 2018, when AT&L split into USD(A&S) and USD(R&E) [S1]. The current AFLCMC contract carries a $5.28 billion ceiling running through September 2028 [S3].
NSEC is of interest to UAP research as the MITRE FFRDC most plausibly connected to classified defense work, and as the mechanism linking MITRE to the Air Force acquisition enterprise. See AFLCMC Information Protection Directorate for the wider set of claims in which this relationship has been cited.
