Donna D. Shipton
Lt. Gen. Donna D. Shipton commanded the Air Force Life Cycle Management Center from December 2023 to July 2026, assuming command in a ceremony on 17 January 2024 as the center's fifth and first female commander [S2]. She served concurrently as Air Force Program Executive Officer for Combat Readiness and Integrating PEO for Mission Systems [S1]. Her official biography, current as of July 2026, lists her as former commander — she has left the post [S1].
Immediately prior she was Military Deputy in the Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics (SAF/AQ (Assistant Secretary of the Air Force for Acquisition, Technology and Logistics)) from August 2022 to December 2023, where she was "responsible for research and development, test, production, product support and modernization of Air Force programs worth more than $60 billion annually" [S1]. She was nominated for lieutenant general in July 2022 and confirmed by voice vote in the 118th Congress [S3].
Her documented career centre of gravity is satellite reconnaissance rather than acquisition secrecy: seven separate National Reconnaissance Office assignments between 1996 and 2022, plus Space and Missile Systems Center and GPS Block IIF work [S1]. She has been named in UAP research as a senior figure allegedly involved in Air Force legacy program operations — see AFLCMC Information Protection Directorate for that claim and its assessment. No source located in research uses the term "special access program" in connection with her.
