Office of Global Access
The Office of Global Access (OGA) is a CIA logistics and combat support unit established in 2003 under the Directorate of Science and Technology (DS&T) during Donald Kerr's tenure as DDS&T. It is specifically tasked with coordinating foreign UAP/UFO crash retrievals, marshaling assets such as the Department of Energy's Nuclear Emergency Support Team (NEST) to recover downed craft globally.
Doug Wolfe was key in establishing the OGA and served as its Deputy Director. Mark Moynihan later served as a Director of the OGA. Both Wolfe and Moynihan also held roles in the IC's acquisition, technology, and facilities chain at the ODNI.
