Donald Kerr
Donald Kerr (Ph.D.) is a former senior intelligence official whose career spanned national laboratories, defense contractors, intelligence agencies, and the ODNI. Kerr appears by name in Oke Shannon's handwritten 1985 ATP-10 meeting notes from the inaugural Advanced Theoretical Physics Working Group sessions, with explicit notation to "ask Don Kerr for funding" regarding UFO reverse-engineering programs. He died circa 2023.
Career
- Research staff, Los Alamos National Laboratory (1966–1976) [S1]
- Department of Energy (Aug 1976 – Jul 1979) — Deputy Manager, Nevada Operations; then Deputy and Acting Assistant Secretary for Defense Programs, later for Energy Technology [S1]
- Fourth Director, Los Alamos National Laboratory (1979–1985) [S1][S3]
- President and Director, EG&G (1989–1992) — the prime contractor at Area 51/S-4; Senior/Executive VP from 1985
- Executive VP and Director, SAIC (1993–1996), then Information Systems Laboratories (1996–1997) [S1]
- Assistant Director, FBI Laboratory Division (Oct 1997 – Aug 2001) [S1][S2]
- Deputy Director for Science and Technology, CIA (Aug 2001 – Jul 2005) — the Office of Global Access was established under his watch in 2003 [S1][S2]
- 15th Director, National Reconnaissance Office (Jul 2005 – 5 Oct 2007); also Assistant to the Secretary of the Air Force for Intelligence Space Technology from Oct 2005 [S1][S2]
- Principal Deputy Director of National Intelligence, ODNI — nominated 11 Jul 2007 (PN731, 110th Congress), reported favorably by SSCI 12–3 on 18 Sep 2007, confirmed 4 Oct 2007, sworn in 9 Oct 2007, served to 20 Jan 2009 [S2][S4][S5]
Appointment versus confirmation
Only the PDDNI role was Senate-confirmed. LANL Director, CIA DDS&T and NRO Director were all appointive posts — NRO Director did not become a Presidentially Appointed, Senate-confirmed (PAS) position until the FY2014 Intelligence Authorization Act (P.L. 113-126) [S6], and a LANL account of Kerr's career states that PDDNI was the only job for which he was both appointed and confirmed by the Senate [S3]. This matters wherever the vault treats Senate confirmation as an oversight checkpoint on the DS&T and NRO chain: for the whole of Kerr's service before October 2007, that checkpoint did not exist.
Post-Retirement
After retiring in 2009, Kerr served on the Board of Trustees at MITRE and as Director at Michael Baker International, LLC and Orbis Operations, LLC. He was one of the advisors on Northrop Grumman's 2009 sale of TASC, alongside former DDS&T Everett Hineman.
