Blue Group

The Blue Group is a framework concept attributed primarily to attorney Danny Sheehan, describing the constitutional tier of the U.S. national security state — the layer of government that operates within, or adjacent to, formal congressional oversight.

[!warning] Whistleblower Framework This concept originates in whistleblower testimony and advocacy, not in declassified government records. It should be treated as an analytical framework, not established fact.

Definition

In Sheehan's model, the Blue Group encompasses acknowledged black budget programs and the institutions that nominally oversee them, including elected officials, senior military officers, and senior intelligence figures. However, most officials within this tier — including CIA Directors, Secretaries of Defense, and Presidents — are described as "briefed out" of the most sensitive UAP-related programs on the grounds that their psychological profiles indicate they would not comply with illegal or unconstitutional agendas. Their ignorance is therefore structural, not incidental.

Role in UAP Disclosure

The Blue Group is characterized as the current target of the alleged "Association" — a reported covert circle of 24 retired high-ranking officials — who aim to drag classified UAP programs back under constitutional authority. Their primary legislative instrument is the UAP Disclosure Act, designed to enable a "controlled disclosure" and reassert oversight over what Sheehan calls "unacknowledged deep black programs."

Relationship to the Black Group

The Blue Group and the Black Group are presented as two overlapping but distinct layers. The Black Group is alleged to exist within the Blue Group's institutional structures — embedded in agencies like the Directorate of Science and Technology and the National Reconnaissance Office — while operating with effective independence from constitutional accountability. Sheehan describes the relationship as a "hall of mirrors" in which Blue Group institutions provide legitimizing scaffolding for programs they cannot actually see or control.

In Military Exercises

Separately, the term "Blue Group" or "Blue Force" is conventional military terminology denoting friendly/conventional forces in exercises, whose vulnerabilities are tested by opposing "Red Teams." This usage is distinct from Sheehan's framework but shares terminological overlap.
