Danny Sheehan

Danny Sheehan (Daniel P. Sheehan) is a Harvard-trained constitutional attorney with nearly five decades of experience in national security litigation who currently serves as a central legal and political strategist for the UAP disclosure movement.

Education

Sheehan graduated from Harvard College in 1967, majoring in American government. He studied under notable figures including Henry A. Kissinger (American foreign policy), John Kenneth Galbraith (economics), and David Riesman (sociology). He then graduated from Harvard Law School in 1970.

Early Legal Career

Coming directly out of law school, Sheehan joined the Wall Street firm Cahill Gordon, where he assisted in the representation of the New York Times in the landmark Pentagon Papers case. He subsequently became involved in several high-profile national security and public interest cases:

  • Karen Silkwood case — investigating plutonium smuggling and corporate malfeasance at Kerr-McGee
  • Iran-Contra — exposing weapons and drug smuggling networks within the U.S. government
  • Watergate burglary proceedings

He also served for ten years as General Counsel for the United States Jesuit Order in their National Social Ministry Office, handling public policy matters.

UAP Investigation and Legal Representation

1977 Congressional Study: At the request of the Carter administration, Sheehan served as special counsel to a UAP investigation conducted by the Science and Technology Division of the Congressional Research Service. During this work he was granted access to classified Project Blue Book files at the National Archives. He claims to have seen a photograph of a crashed, dome-shaped craft in snow, featuring hieroglyphic-like symbols around its rim, which he traced verbatim onto a legal pad — an account he maintains to this day.

Key clients:

  • Luis Elizondo — Served as General Counsel for the former AATIP director, helping manage his whistleblower transition and security clearances
  • Dr. John Mack — Represented the Harvard psychiatrist when the university attempted to revoke Mack's tenure over his research into alien abductions
  • The Disclosure Project — Served as legal counsel for Dr. Steven Greer's Disclosure Project for approximately 20 years (beginning 2001), helping vet military and government witnesses

Institutional Leadership

Sheehan founded the Christic Institute in 1980 and later the Romero Institute. His most recent initiative, the New Paradigm Institute — a 501(c)(3) organization based on Capitol Hill — functions as a citizen watchdog over the All-domain Anomaly Resolution Office (AARO) and as an advocate for the UAP Disclosure Act. Through the Institute he intends to offer college-credit courses and degrees in Extraterrestrial Studies to prepare the public for a "post-disclosure" reality.

Legislative Work

Sheehan has been central to drafting and monitoring the UAP Disclosure Act (the Schumer-Rounds Amendment), specifically advocating for provisions granting the government power of eminent domain to seize recovered non-human technology from private contractors who have held it outside public accountability.

The Blue Group / Black Group Framework

Sheehan's most widely cited theoretical contribution is his description of a structural divide within the U.S. national security state:

  • The Blue Group — the "above board" constitutional tier, including acknowledged black budget programs operating under some form of congressional oversight; most officials at this level, including Presidents and CIA Directors, have been "briefed out" of the most sensitive UAP programs because their psychological profiles suggest they would not comply with illegal or unconstitutional agendas
  • The Black Group — an alleged rogue global syndicate he characterizes as a "Federal Criminal Racketeering Organization" or "The Syndicate," originating in the 1940s to reverse-engineer non-human technology and maintained through blackmail, bribery, and physical intimidation

He also claims to be in contact with what he calls "the Association" — an alleged insurgency of 24 retired high-ranking officials working from within the establishment to force transparency on UAP programs. This claim is unverified.

Broader Claims

Sheehan asserts that there are at least five to seven distinct species of non-human intelligence (NHI) visiting Earth — including Grays, Reptilians, Pleiadians, and Mantis beings — and believes that UAP propulsion technology relies on a consciousness-based interface (telepathic navigation). These claims remain well outside scientific consensus.

The 2026/2028 Threshold: He views the 2024 and 2028 U.S. presidential elections as critical inflection points for disclosure, warning that if the Black Group continues to block the democratic process, a "catastrophic disclosure" via whistleblowers will destabilize the current institutional order by the 2028 administration.
