2023-07-26 House Oversight UAP Hearing
On 26 July 2023 a House Oversight subcommittee held the first congressional hearing at which David Grusch testified under oath, following his June 2023 disclosure [S1].
The funding exchange
Asked whether U.S. corporations were overcharging the government so that the extra money went to hidden programs, Grusch answered "Correct, through something called IR&D". Asked how such a program is funded, he said "misappropriation of funds and self-fund", and offered details in closed session [S1]. This is Grusch's sworn claim, not a finding. For context: independent research and development (IR&D) is a regulated contractor cost. It is allowable under DFARS 231.205-18, and contractors must report their projects to DTIC [S2].
