The Last Centre
Narrative frame over the Cheney vice presidency, 2001–2009 — the period in which, by David Grusch's account, legacy programs moved into defense contractors and self-funded through IR&D while still answering to one central figure.
- Thesis
- The programs had a single centre for the last time, and it sat in the Vice President's office, even as the work itself moved into contractors' hands.
- Confidence
- contested

The Last Centre — 2001 to 2009
This note is a reading of one witness's testimony. Every load-bearing claim here is David Grusch's, given on the record but not documented. The dates are the dates of an office, chosen because Grusch ties the ending to it.
The claim
Grusch describes two things happening at once in the 2000s, pulling in opposite directions.
The work dispersed. As the war on terror began, "a lot of that stuff got moved to the big defense contractors and certain subsidiaries to exempt it from FOIA… but also congressional oversight". Funding was diverted "around the 2004 time frame", and the activity "became a more contractor operated" one (Grusch Judicial Watch Interview (2026)). Under oath he said the money came "through something called IR&D", through "misappropriation of funds and self-fund" (2023-07-26 House Oversight UAP Hearing).
Authority did not disperse, yet. Grusch says of Dick Cheney that "when he left in 2009, that was the last time that these activities really had central leadership". That is from the Megyn Kelly Show in January 2026, and the quote rests on matching secondary transcriptions of the broadcast. The journalist Walter Kirn separately reports Grusch naming Cheney as the person at "the top of the pyramid". That account is Kirn's and has no recording.
Together these give the era its thesis: the operation spread into contractors while one centre still held it together, and the centre was a person, not an office.
Why the start date is soft
Grusch dates the contractor turn to the start of the war on terror and the diverted money to about 2004. He does not say when Cheney's role began. Cheney was Secretary of Defense from 1989 to 1993, so a reading could equally start there. I have used the vice presidency because Grusch ties the ending to it, and an era needs a start.
Cautions
- One witness. Nothing here has a document under it. Grusch is a party to his own claims.
- IR&D is not off the books. It is a regulated, audited contractor cost, and projects are reported to DTIC. Grusch's claim is that it was misused, not that it is invisible.
- Vocabulary. "Mob boss" and "last centralized figure across all program silos" belong to the YouTube researcher UAP Gerb, not to Grusch. This note uses Grusch's own words.
What would change this reading
A second, independent witness to Cheney's role, or any documentary trace of a vice-presidential tie to a program, would firm this up. Evidence of central direction continuing after 2009 would remove the reason to end the era there.
Research basis: legacy program governance eras report.
