Grusch Judicial Watch Interview (2026)

In a 5 May 2026 interview on Judicial Watch's On Watch, David Grusch set out several structural claims in his own words [S1]. All of them are his testimony and none has been documented independently.

Claims in the interview

  • Contractors. As the war on terror began in the early 2000s, "a lot of that stuff got moved to the big defense contractors and certain subsidiaries to exempt it from FOIA… but also congressional oversight". Funding was diverted "around the 2004 time frame", and the work "became a more contractor operated" activity [S1].
  • Reporting loophole. Covert-action programs under 50 U.S.C. 3093 are reported to the Gang of Eight, "but there's… a way to develop a White House SAP that is non-covert action", and the law then has "no reporting carveouts" [S1].
  • Declassification. "Some of this is under the atomic energy act in 1954 and the president does not have unilateral declassification authority" [S1]. This is the premise of the Atomic Energy Act reading in this vault.
  • The 1990s. "The program thought Clinton was going to disclose in the 90s… there was a burn bag and shred party at a particular agency in the mid 90s" [S1].
  • Yankee Blue. He rejected the explanation that witnesses had been fooled by a hazing ritual. His witnesses "were hands-on they touched it they were in the facilities", and Yankee Blue was "certainly not the code words I provided to the ICIG" [S1].
