Kirtland AFB
Kirtland Air Force Base in Albuquerque, New Mexico, is where the Air Force's nuclear-weapons infrastructure and the DOE weapons complex physically overlap. Its official history records that Sandia Base, Manzano Base and Kirtland Field were consolidated into a single installation on 1 July 1971, with the 1606th Air Base Wing holding security responsibility for the Manzano Weapons Storage Complex [S1]. The base traces to 1941's Oxnard Field, renamed Kirtland Field in 1942 [S1][S2].
Sandia's tenancy
Sandia National Laboratories' primary site is co-located here, operating under land-use permits granted by the base — DOE, NNSA and the Sandia Field Office hold several [S3]. The two institutions are distinct: one is an Air Force installation, the other a contractor-operated national laboratory present by permit. Sources that treat "Kirtland" and "Sandia" as interchangeable are collapsing that arrangement.
August 1980 — what the documents actually establish
Kirtland is the setting for one of the better-documented episodes in this vault, and the line between document and interpretation is unusually clear here.
Established as documents. A genuine FOIA-released AFOSI Complaint Form (District File 8017D93-0/29, authored by SA Richard C. Doty) records that on 8 August 1980 three named airmen of the 1608th Security Police Squadron, interviewed separately, each reported a bright light maneuvering and landing over the Coyote Canyon restricted range inside the Manzano Weapons Storage Area; a Sandia security guard independently reported a round disk-shaped object on 9 August; and three more security police reported the same on 22 August [S4]. A companion form documents an instrument-recorded six-hour radar blackout at Kirtland/Albuquerque on 13 August 1980, vector-analyzed by Defense Nuclear Agency monitors to near Coyote Canyon, cause undetermined, flagged as a high command interest item [S5]. Provenance is corroborated outside the circle that produced the documents: AFOSI released a two-page complaint form in December 1982 to a FOIA request from Barry Greenwood of Citizens Against UFO Secrecy [S6].
Not established. What the reports describe, and everything built on top of them. The disinformation campaign against Paul Bennewitz, its authorization, and its motive rest on Doty's own decades-later interviews; the "Project Aquarius" teletype's status rests on William Moore's 1989 confession. Both are testimony about documents, from the people who handled them. See the DOE weapons-lab lane research report for the full documented-versus-testimonial breakdown, including the circularity warning that attaches to any claim sourced only to Doty's later statements.
