Northwestern University
Northwestern University is where J. Allen Hynek chaired the astronomy department and where Jacques Vallee was employed from 1963, hired on Hynek's initiative to program for the Technological Institute [S4]. Vallee took his 1967 doctorate here [S7], and it was while organising Hynek's Project Blue Book files in 1967 that he found the Pentacle memo [S9].
