Stafford Sands
Sir Stafford Sands, Bahamian Minister of Finance and leading figure of the "Bay Street Boys" merchant oligarchy, was the political engineer of the Hawksbill Creek Agreement (1955) that created Wallace Groves' Freeport enclave [S1]. In June 1965 he incorporated the interlocking Bahamian companies — including Resorts International Limited (22 June 1965) — that structured the Mary Carter Paint / Resorts International Paradise Island venture [S2]. The 1967 Royal Commission of Inquiry scrutinized his consultancy fees from casino interests [S1]. See Offshore Finance Network (UAP Lore Audit).
