February 1990 - Blackburn Reveals Secret Onion to Vallee

Over lunch, Blackburn disclosed to Vallee that he had co-founded the ATP Working Group - what Vallee dubbed the "Secret Onion" - alongside Col John Alexander. He also revealed he had co-organized a national panel on UFOs with Dr. Kit Green, a detail Green had never shared with Vallee directly.

The identity of this "national panel" remains unclear. Green's 2007 CV lists him as chairman of an "Independent Science Panel, Office of the Undersecretary, Operations Research, DO Army (1989 - present)," which may be the same body. Some researchers have speculatively connected this panel to Steven Greer's network, but no direct link has been confirmed.
