Lt. Col. Ron Blackburn
Lt. Col. Ron Blackburn is named as a co-founder, with Col. John Alexander, of the ATP (Advanced Theoretical Physics) Working Group, formed in 1985 (founding). Its stated mission was: "There is a black UFO program someplace. Let's see if we can find it."
According to a February 1990 entry in Jacques Vallee's journal, as secondary literature cites it, Blackburn told Vallee over lunch that he had co-founded the group, which Vallee called the "Secret Onion." He also said he had co-organized a national panel on UFOs with Kit Green (the lunch). The identity of that panel is unclear.
