LT Skip Atwater
Lieutenant Frederick H. Atwater — universally known as Skip — was a US Army intelligence officer who became one of the founding operational figures in the military's Remote Viewing research programs. Although formally assigned to the Special Security Detachment of the 902d Military Intelligence Group under INSCOM, Atwater was attached to Project Grill Flame in 1978 on the basis of prior parapsychology research he had conducted during a separate project assignment.
Military Career & Remote Viewing
Atwater's attachment to Project Grill Flame placed him at the operational core of the Army's earliest systematic remote viewing program — a joint INSCOM and DIA Defense Intelligence Agency effort launched in October 1978 to evaluate foreign psychoenergetics threats and explore remote viewing for intelligence collection. His prior independent research into parapsychology made him an early institutional champion of structured remote viewing methodology within the Army.
He collaborated extensively with General Albert Stubblebine, who as INSCOM commander later became a prominent internal supporter of the Army's remote viewing programs.
Post-Military
Atwater went on to become a significant figure in the civilian remote viewing community, contributing to the institutionalization of structured remote viewing training and practice after the military programs were declassified.
