AEC Atomic Energy Commission

The Atomic Energy Commission (AEC) held the U.S. weapons complex: the laboratories, the production plants and the authority to classify nuclear information. It was created in 1946 and split in 1974. The Department of Energy inherited its weapons laboratories and classification authority in 1977.

The AEC enters the UAP story through two claims about 1954. David Grusch names the Atomic Energy Act of 1954 as the legal means of keeping recovered non-human technology out of ordinary oversight. By this account, the act defined special nuclear material so broadly that anything with a characteristic radiological signature was classified the moment it was identified. Grusch and researchers also say that around 1954 custody of recovered craft and materials passed from the military to the AEC and its contractor-run laboratories: Los Alamos, Sandia and Lawrence Livermore (the custody transfer).

The Atomic Enclosure, a reading of the years 1954 to 1977, treats the legal architecture as public and verifiable: the act, the transfer of the weapons complex, the classification categories. What rests on testimony, in that reading, is the premise that recovered non-human material was ever placed inside that system. That claim traces to Grusch. The custody account rests on testimony, not documents. A search of DOE weapons-laboratory sources found no document tying Livermore to recovered material.

John McCone chaired the AEC, then served as Director of Central Intelligence from 1961 to 1965.
