Employment: VADM Thomas R. Wilson — Vice Director of Intelligence, J2 (1997-2001)

Wilson served as Vice Director of Intelligence for the Joint Chiefs of Staff during this period. In April 1997, he was briefed by civilian UFO researchers on hidden Special Access Programs. Though he investigated and confirmed the programs' existence and black budget funding, he was blocked from receiving details due to lack of "need to know" clearance—a situation that deeply frustrated him given his senior intelligence position.
