Vallee succeeded Paul Baran as principal investigator on a large computer-networking project, building the PLANET and FORUM conferencing systems. His own biography describes him as having "served as a principal investigator for DARPA and NSF"; Wikipedia names NSF as the funder. He was contractor-side throughout, never DARPA staff.
