Willoughby M. Cady
Willoughby M. Cady was the Office of Naval Research (Pasadena) investigator who authored the 1952 ONR "Special Inquiry" into Thomas Townsend Brown's electro-gravity device (ONR File 24-185 — Electro-Gravity Devices, investigation begun May 3, 1952; report dated September 15, 1952). Cady concluded the observed thrust derived from ordinary electric-wind (corona discharge) effects at roughly 1.4% efficiency — not a gravitational anomaly. [S1]
