Timothy S. Cooper
Timothy S. Cooper, of Big Bear Lake, California, is the conduit through which the larger MJ-12 document corpus — including the White Hot Intelligence Estimate — reached researchers. From late 1992 he began receiving unsolicited documents by mail, notably from a correspondent calling himself "Thomas 'Cy' Cantwheel," and in June 1996 from a woman calling herself Cantwheel's daughter "Salina" [S1].
Two facts govern how his material should be weighed. In August 1999, when Robert M. Wood and Ryan S. Wood publicised him as a source, Cooper failed a polygraph on questions concerning his sources, while passing on others [S2]. And on 3 April 2009 he recanted entirely, emailing researcher Robert Hastings: "The MJ-12 documents are a hoax and those who promote them as reality know this, or should know this" [S3].
Advocates and critics converge on one point about him: he was the recipient and conduit, not the claimed originator. Whether "Cantwheel" was a real person or a persona is precisely what nobody has resolved — and since Cantwheel is reported to have died in 1996, as one critic notes, if he is imaginary "then we can't question him" [S4].
The author link above records that this vault's White Hot Intelligence Estimate note
traces to him as its documented point of entry, not that he wrote its contents — which
remains unestablished.
