Kenneth A. Kress
Dr. Kenneth A. Kress authored Parapsychology in Intelligence: A Personal Review and Conclusions (Studies in Intelligence, TR-SINT 77-004, Winter 1977), the CIA's own internal account of how it came to fund parapsychology research at SRI [S1]. It is the single most on-point declassified record for the origins of what became the Stargate Project.
Its evidentiary value here is partly negative. The document describes CIA personnel from the CIA Office of Scientific Intelligence meeting Russell Targ in July 1972, and an unnamed "OSI officer" continuing informal remote-viewing work with SRI through 1973 — but its full text contains no mention of Dr. Kit Green [S1]. The identification of that officer as Green comes from later secondary literature, not from the Agency's own account.
