NSC 5412 Special Group Established

Event15 March 1954

President Eisenhower's NSC 5412 (March 1954) and NSC 5412/2 (December 1955) set up the "Special Group" that approved CIA covert actions; UAP commentators have since cast it as the hidden home of MJ-12, a claim with no documentary support.

NSC 5412 Special Group Established

NSC 5412, approved on 15 March 1954, was the National Security Council directive through which President Eisenhower governed CIA covert action. It replaced NSC 10/5. Two revisions followed. NSC 5412/1 (12 March 1955) routed approvals through the Operations Coordinating Board. NSC 5412/2 (28 December 1955) gave approval of covert actions to designated representatives of the Secretary of State, the Secretary of Defense and the President, meeting with the Director of Central Intelligence. That body became known as the Special Group, and later the 303 Committee and the 40 Committee [S1][S2].

What the record shows

In the declassified record, the Special Group reviewed and approved covert operations in advance. Its membership was set by rank, and it met irregularly until weekly meetings began in 1959 [S1][S2]. Nothing in that record touches UFOs. NARA searched its National Security Council policy-paper and meeting-minute indexes under "MJ-12", "majestic", "UFO" and related terms for its MJ-12 reference report [S3]. That report is a search of a named index. It does not prove the question closed, but nothing surfaced.

Special access programs did not exist as a formal category until Executive Order 12065 in 1978 [S4]. So the 1954 Special Group cannot have hidden anything in "content-only SAPs", a claim sometimes attached to it.

The MJ-12 claim

In UAP commentary, the Special Group is often presented as the real administrative home of MJ-12. In 2026 videos the YouTube researcher UAP Gerb went further, calling the UFO body inside the Special Group "MAG-12". That term appears in no government document found [S4]. A search of David Grusch's own on-record statements found no instance of him naming NSC 5412, the Special Group or MJ-12 as the program's container. He has described one program as "an old NSC activity" [S4]. An older strand of the folklore, Milton William Cooper's "Majority Twelve", named a different directive, NSC 5410 [S5]. Even advocacy-leaning congressional testimony in 2024 stated that "it is unknown if the 5412/2 Special Group… dealt directly with any aspects of the UAP issue" [S5].

The links to Vannevar Bush and Dr. Robert Sarbacher in this note come from that same speculative literature. Neither man appears in the Special Group's documented membership.
