The Twining Memo
The Twining Memo is a famous historical document written in 1947 by General Nathan Twining, who served as the head of air materiel command for the Air Force. Drafted in response to frequent sightings of anomalous craft, the memo explicitly concluded that the unidentified flying object was "something real and not visionary or fictitious."
The document advised that the military needed to initiate an official program to investigate the situation. The memo included a significant postscript in which Twining discussed reverse engineering the advanced craft, concluding that while theoretically possible, establishing a dedicated development program would be extremely expensive, time-consuming, and detrimental to current Air Force projects.
