Richard M. Bissell Jr.
Richard Mervin Bissell Jr. (1909–1994) was a senior CIA officer who served as Deputy Director for Plans (clandestine services) from 1959 to 1962. In that capacity he was the first manager of the CIA's satellite reconnaissance effort within the National Reconnaissance Program — the program that would later be formalized as Program B.
Bissell oversaw the early development of CIA satellite collection capability before the NRP's Program B designation was fully institutionalized. He departed the CIA in 1962 following the Bay of Pigs disaster, after which Program B management passed to successive directors of the Office of Development and Engineering within the Directorate of Science and Technology.
