Robert Kohler
Robert Kohler served as director of the CIA's Office of Development and Engineering within the Directorate of Science and Technology, and in that capacity was the operational director of Program B from April 1982 through August 1985.
Although the nominal Program B director was always the sitting Deputy Director of Science and Technology — Everett Hineman during this period — the DDS&T could not devote sufficient attention to day-to-day Program B activities. Operational authority therefore devolved to Kohler as OD&E director. He was succeeded in that role by Julian Caballero.
