Paris Observatory
The Paris Observatory is France's national astronomical observatory. Jacques Vallee worked here as a government scientist on the artificial-satellites project, and on the theoretical study of a classified radar-alert defence project, before emigrating to the United States in 1962 [S1]. His own 1965 author biography is the contemporaneous source for the posting [S1].
