Steven Bechtel Sr.
Stephen Davison Bechtel Sr. (September 24, 1900 – March 14, 1989) was the longtime chairman and chief executive of Bechtel Corporation, building it into one of the largest private engineering and construction companies in the world. Under his leadership, Bechtel became deeply embedded in U.S. government contracting, intelligence networks, and foreign policy — making him a significant node in the Cold War corporate-government nexus.
Intelligence Connections
Bechtel Sr. was a charter member of the National Committee for a Free Asia, a San Francisco-based anti-communist organization later exposed by the New York Times as a CIA front group. His membership placed him inside CIA-adjacent covert action networks from the early 1950s [S-B3].
His CIA connection was institutionalized through John McCone, a Bechtel associate who went on to serve as Atomic Energy Commission chairman and then CIA Director (1961–1965). McCone "was there at the founding of the CIA and the National Military Establishment in 1947" and served as a bridge between Bechtel's corporate interests and the intelligence apparatus [S-B3].
A Bechtel board member, Cornelius Stribling Snodgrass, allegedly participated in NSC and CIA meetings — including planning for the 1953 Iranian coup — and subsequently relayed classified intelligence to Bechtel. This represents a documented (if single-sourced) case of intelligence flow from NSC deliberations to a private contractor [S-B3].
Government Advisory Role
Nixon appointed Bechtel Sr. to the Export-Import Bank advisory committee, where he was positioned to direct lending toward Bechtel's global project pipeline [S-B3]. This appointment formalized the revolving-door relationship at the executive level.
Relationship with Henry Kissinger
The relationship between Bechtel Sr. and Henry A. Kissinger is documented through institutional intersection rather than direct personal correspondence in the open record:
- A 1975 FRUS primary document shows Bechtel's commercial interests (uranium enrichment) were named in a policy memo delivered to Kissinger as National Security Advisor [S-B1].
- Kissinger's Forty Committee (covert action oversight, 1972–1974) operated in parallel with Bechtel's CIA liaison relationships — but no primary source directly links their activities.
- Richard Helms — CIA Director under Nixon, reporting to Kissinger's NSC — subsequently became a Bechtel consultant, creating a personnel bridge between the two networks [S-B2].
- Per a single tier_4 account, Kissinger as Secretary of State intervened in the 1976 DOJ antitrust suit against Bechtel, arguing prosecution would harm U.S. foreign policy [S-B2].
[!caution] Confidence: LOW No declassified primary document establishes direct coordination between Bechtel Sr. and Kissinger. The relationship is documented as elite-network overlap and institutional intersection, not confirmed operational coordination.
